Your Excellencies (All Protocols duly observed). I am delighted to be here today at the Annual Meetings of the Caribbean Development Bank during the 52nd meeting of the Boards of Governors of the Bank.  I wish to thank my dear brother and colleague, Dr. Hyginus ‘Gene’ Leon, President of the Caribbean Development Bank for inviting me to deliver this lecture. Gene and I go way back, as he was the Country Director of the International Monetary Fund in Nigeria when I was  the Minister of Agriculture. And we worked so well together.
